Yep,, its works with heat so in theory on nice sunny days it returns to its best ... similarly hot water or the hot air gun as in the video ...

Unless they are qualified mechanics they wont be insured to remove the wheels ... you’ll see this in a lot of high end details with the wheels left on the car ... personally, I think they should come off so that the calipers can be cleaned and the inner wheel treated ... just my 2p’s worth
