If my experience is anything to go by, then you will need a complete new wing mirror.
Somewhere, I remember britlude posted the photo on how he repaired the same issue you had.
Just couldn’t find it even using the external search engine.
I had the same issue with one NSX.
Didn’t have the skill as britlude or the tools to create hollow shaft.
Also, the very door mirror was repaired for the same issue in the past by someone.
Didn’t want repairing twice and thus, went for the new replacement.
So, to answer your question, Yes, it can be repaired if you study the structure and create the hollow shaft with pass though bolt.
If you don’t feel comfortable, get new replacement while it’s still available.
New one is already painted in body colour but not sure it's still available because Honda updated the parts price on the New Year's Day and some of the parts are NLA.
