I compared the offset with OEM 97+ model that I'm servicing at the moment and it was the same as the 471-1193 so it does have the 97+ offset despite the different information I got previously.
I better update my previous post in this thread for someone looking for the same info in the future.
I'm installing this 471-1193 on pre-97+ model (just like on your JDM NSX) so I'll probably swap the CL/pulley assy instead of installing the 97+ bracket/purely for the cost saving purpose especially if already have aftermarket header installed.
The spacers are sandwiched between the pulley friction surface and the flange so just need double checking the clearance.
I have new 97+ offset bracket but probably much cheaper if you can find the used one.
I wanted to install it during my A/C Refresh a few years ago but didn't have enough spare time dealing with the removal and alignment of header/exh parts and couldn't get the 97+ CL/pulley replacement in time any way so will be doing it probably at the next Eng Refresh of my NSX.
