One of the reason why I don't like installing the crank pulley shield utilising the TB lower cover bolt.

Also, the material of the plate/welding/spacer is question mark due to the rust.

In my view, once new TB lower cover with new gasket were installed at the time of TB/WP service, the cover bolts should not be touched until the next TB service.

The metal collar of this lower cover is already gone which means the lower cover was already broken before the shield bolt was installed or perhaps it was removed and installed later because metal collar can't disappear without first removing the bolt.
